One of the principal activities of the Long Island Coalition for the Homeless is the coordination of the Continuum of Care groups for Nassau and Suffolk Counties.

Continuum of Care News

HUD LAUNCHES NEW TRANSITION APR

HUD’s new Transition Annual Performance Report (APR) is now available in e-snaps.  The e-snaps APR is replacing the paper-based HUD-40118 form for SHP, S+C, SRO and HPRP* grants.  

SHP, S+C and SRO grantees still have 90 days from the end of the grant operating year to submit an APR in e-snaps.  Grantees should use the following guidelines to determine the appropriate APR format to submit for their programs:

  • Projects with operating years ending on or before June 30, 2010 must submit the HUD-40118 to the applicable Field Office.
  • Projects with operating years ending between July 1, 2010 and May 31, 2011 must submit a Transition APR in e-snaps.
  • Projects with operating years ending on or after June 1, 2011 must submit the new APR in e-snaps in accordance with the revised reporting requirement.

In order to assist SHP, S+C and SRO grantees with the e-snaps transition process, HUD has published a Transition APR Guidebook. HUD also plans to conduct training and webinar sessions in mid-August. 

*The Transition APR is not applicable for HPRP grantees.  Information about the HPRP APR for the operating year ending September 30, 2010 will be released by HUD at a later date.

 

2010 CoC Application Process Begins for Long Island

Although HUD has not yet published the Continuum of Care NOFA, we want to ensure that Long Island applicants/grantees have sufficient time to submit their applications.  We have therefore already begun the training, ranking and voting portions of the application process, prior to the release of the CoC NOFA. 

We have developed an instruction manual to assist applicants with this year's submission process.  If you plan to apply for a grant under the 2010 CoC funding round, please review the instructions contained in the manual.

The following is a chronological list of important dates and deadlines that apply to the 2010 Continuum of Care/Homeless Assistance Programs Funding Round.  All dates and deadlines are based upon HUD's dates and deadlines and are therefore subject to change.  Please check back often for updates and additional information.   Please note that all deadlines apply to ALL applicants, including Shelter Plus Care renewal applicants.

Once e-snaps is open for applicant registration and Exhibit 2 submission, applicant agencies with multiple programs and/or new programs are encouraged to submit their applications in e-snaps as soon as possible. 

 

 Agencies submitting renewal applications AND that submitted the 2009 Exhibit 2 application (for the same program) in e-snaps will be able to import data from the 2009 Exhibit 2 application into the 2010 Exhibit 2 renewal application.

2010 Area Median Income Limits Published

HUD posted the 2010 Area Median Income (AMI) limits on HUD User.

HUD has prepared a table listing the differences between the 2009 and 2010 AMI 50 percent limits for a 4-person household as an example.  To download the comparison table, click here. Please note that if the AMI limit shows an increase on this chart, that means it increased for all household sizes; if it decreased on this chart, that means it decreased for all household sizes.  A complete listing of all income limits for all household sizes is available here.

  • The 2010 AMI limits became effective May 14, 2010.
  • Grantees and subgrantees must be sure to use the updated AMI limits from this point forward for all new screening and eligibility assessments and for the 3-month re-certifications.
  • HPRP grantees and subgrantees DO NOT need to reassess clients currently in the program against updated AMIs until the 3-month re-certifications.

 

Nassau County

The Nassau County Continuum of Care group meets at the office of the Long Island Coalition for the Homeless, located in the Ethical Humanist Society Building, 38 Old Country Road, Garden City, New York.  All meetings begin promptly at 9:30 a.m.  The following is a schedule of meetings for the upcoming months:

The Suffolk County Continuum of Care group meets at the Suffolk County Department of Social Services, 3085 Veterans Memorial Highway, Ronkonkoma, New York.  All meetings begin promptly at 9:30 a.m.  The following is a schedule of meetings for the upcoming months:

Recent CoC News

2009 CoC Renewal Awards Announced

On December 23, 2009, HUD announced its awards for the 2009 Continuum of Care round of renewal funding. Long Island will receive over $9.8 milion dollars in renewal funding to continue providing housing and services to homeless individuals and families.  Congratulations to all awardees!

Homelessness Prevention and Rapid Re-Housing Program

The American Recovery and Reinvestment Act of 2009 (ARRA) established the Homelessness Prevention and Rapid Re-Housing Program (HPRP). The program is designed to assist households at risk of homelessness and households that are literally homeless.

Homeless Management Information System (HMIS)

HPRP regulations require Grantees to enter client-level data in an HMIS, and to report program performance data to HUD.  The following forms will assist Grantees and Subgrantees in capturing the universal data elements that must be reported for each client assisted with HPRP funds.

e-snaps

HPRP Grantees are required to submit quarterly performance reports (QPRs) and Annual Performance Reports (APRs) to HUD via eSnaps.   Grantees use the HMIS to aggregate and report data for the QPRs and APRs, then enter this data into eSnaps.

FederalReporting.gov

HPRP Grantees and, in some cases, Subgrantees, are required to submit data on a quarterly basis to FederalReporting.gov, the government-wide data collection system for Recovery Act award recipients.  If a Grantee is reporting on behalf of its Subgrantees, the Subgrantees will not be required to submit data into FederalReporting.gov.  Subgrantees are encouraged to verify with the Grantee whether the Grantee will be reporting on behalf of the Subgrantees.
